No, you can't use that version if you're still running Mac OS X 10.3.
Even on the download page for Firefox 3.6.12, it says that if you're running Mac OS X 10.3, you need Firefox 188.8.131.52. Several of the Safari discussions were about crashes. I did some additional housekeeping on Safari and it was responding well. I did a Google search on Safari crashes and it took me to Apple Discussions. You provided the link to the Panther compatible version of Firefox to the OP.
